After the financial strangulation which the western countries imposed to the Palestinian Authority as a result of the Hamas victory in the elections and after the early beginnings of a fratricidal guerrilla between the military wings of the Hamas and the Fatah, the operation Summer rains, which is still in progress, dealt a supplementary blow to a population that has already suffered greatly.
